In March 2007 HCP President John Humphreys travelled to Cambodia to get more information on how the human capital project would work and to meet with representatives from two universities.
John stayed in Phnom Penh for one week meeting with Willem Paling and Hong Keasar (from the Maharishi Vedic University) and then travelled to the western provincial city of Battambang to meet with Kong Pov and find out more about the University of Management and Economics. The meetings were a success and all parties were eager to see the project started as soon as possible.
Following the meeting it was decided that HCP would draft a Memorandum of Understanding (MoU) with each university to be signed by both parties. The MoU would be used as the basis to move forward with the aim of introducing the first HCP scholar at the start of the next academic year beginning in August 2007.
